AAPSU Federal Assembly begins with call for curtailing money involvement in election
ITANAGAR, Sept 30: The two days federal assembly for constitutional review of All Arunachal Pradesh Students Union (AAPSU) began at Banquet hall here today. The first day of assembly saw heated debate over the 8 points constitutional amendment put on the floor of house by Federal Speaker Chera Tamak.
The district student unions (DSUs) of all the 17 districts, community based, branch and other students union are participating in the assembly.
The session began with a welcome speech by Duyu Nama deputy federal speaker, AAPSU. Finance Secretary Debia Muj explained in details about why the constitutional amendment is needed to make AAPSU a better body in days to come.
While addressing the assembly, AAPSU President Takam Tatung said student community should respect AAPSU institution. Some AAPSU leaders may not live up to the everyone’s expectation but the sanctity of the institution should be kept intact, he said.
General Secretary Tujom Poyom expressed serious concern over involvement of huge amount of money in AAPSU election.
“Today no student want to spend even a single penny for the welfare of society and state. During election time, candidates have to bear all the expense of voters, including food, lodging and transportation. Because of such situation, no good student leaders get elected,” said Poyom. He further lamented the fact that when AAPSU launches any movement for betterment of society and state, very few students voluntarily come out, but during election cum conference students flood the venue.
Continuing the sentiment echoed by Poyom, AAPSU Convenor Ringu Kuku stated that real grassroots student leaders are not getting chance in bigger AAPSU platform because they do not have enough money to fund their election campaign.
“There are lots of students who sacrificed everything for student movement and want to further serve. But these poor student leaders are neglected because they don’t have money. If present trend continues we will see sons and daughters of chief minister, home minister and rich politicians becoming AAPSU leaders,” said Kuku Ringu.

Consultative Committees are important organs of parliamentary system: CM
ITANAGAR, Sept 30: Unlike others, Sunday was a busy day in office for Chief Minister Nabam Tuki. Sticking to the Parliamentary procedures he today attended two Consultative Committee meetings – one of the Public Health Engineering & Water Supply department and the other of the Environment & Forest department.
Consultative Committees are constituted by the Department of Parliamentary Affairs with members of the Legislative Assembly for every wing of the State Government. These Committees hold meetings from time to time with the respective departments to review and discuss on its programmes and policies.
However, due to lack of time and proper coordination, not many and frequent meetings could materialize in the State. Tuki, as the Chief Minister, is of the belief that Consultative Committees are important organs of the parliamentary system and their meetings are necessary not only to guide and advice the Assembly but also to take stock of the programmes and projects of the departments concerned besides keeping alive to the problems and hindrances faced by them in implementing these. In the meeting of the PHED Consultative Committee, which was also attended by Members Karya Bagang and Tako Dabi, the Chief Minister reviewed projects like the Itanagar Water Supply, Total Sanitation Campaign and issues like encroachment in water supply installation premises. The meeting which ran for more than two hours also highlighted the shortcomings faced by the department in completing unfinished projects besides shortage of manpower.
Similarly, the Consultative Committee meeting of Environment & Forests, issues like
preservation of forests and wildlife, CAMPA, afforestation, revenue generation, climate
change, medicinal plants, orchids and other forest based industries were discussed

SIC nearing the investigation of PDS scam: Vigilance ministry
ITANAGAR, Sept 30: The special investigation cell (SIC) constituted to investigate the infamous PDS scam has entered into final stage and investigation is nearing its completion. This was revealed by ministry of vigilance in a written reply to question put forwarded by Trinamool MLA Laeta Umbrey during the just concluded state legislative assembly session.
The SIC have found 64 persons to be involved in the case so far and charge sheets
have been submitted against them. The case is being investigated as per cases based
on PIL No.50 of 2004 that is original case No.08/2005 and five offshoot cases No.03/2007,
04/2007, 05/2007, 06/2007 and 07/2007 registered as per the direction of the Gauhati
High Court. Further the charge sheets have been already submitted and trial is under
process in the court of special judge cum district session judge, North Lakhimpur,
the information said. The SIC constituted for investigating the PDS scam is headed
by an officer of Superintendent of Police rank and is assisted by two deputy superintendent

ITANAGAR, Sept 30: Member of Parliament Ninong Ering conducted a whirlwind tour of flood affected Lohit district on September 28 and 29.
Accompanied by Lohit DCC president Chow Zingnu Namchoom and many other leaders, Ering visited Silatoo area of Lekang circle, Jona Pathar area of Namsai and Lathao circle, Alubari area and breach point of Kamlang and Sibiri rivers in Chowkham circle and affected area of Tezu and Sunpura circle to have a firsthand knowledge of the plight of flood affected people and also to have clear idea about the damages caused by the flood, according to a press release issued by Lohit DC R K Sharma.
Ering was shocked by seeing the quantum of damages and assured to pursue the ministry concerned of the Union government to sanction schemes pertaining to restoration of damages on priority. He also assured to invite Union WRD minister to the district so that he himself could see the damages and take necessary action.
“I will also inform the Chief minister about the worst conditions of the district due to floods,” he added.
He directed the departments concerned to inform him if any scheme pertaining to such
works gets pending with Union government so that he could convince and pursue the

BOMDILA, Sept 30: West Kameng Deputy Commissioner Rinchin Tashi and Deputy Director of School Education Marken Kadu inspected various schools, including Govt. Primary School Dukumpani, Govt.M.E School Birpur, Govt.M.E School Tenga and Govt. Residential School New Kaspi without making any prior announcement yesterday.
During the inspection, the deputy commissioner found most of the teachers absent without any authorization. Complete closure of a particular school on a working day also came to light during the inspection. And to add to the woe, a teacher of a particular school was found to be in an intoxicated mood and in total mess during the school hours.
With the state government giving utmost priority to education in the state, the picture should have been quite the opposite. The future of the upcoming generations could well be imagined if the situation persists.
Taking serious view of the ongoing irregularities, the DC directed the DDSE to issue show cause notice to all concerned and initiate necessary disciplinary actions against them within the specified time period.

In a representation submitted to the Chief Minister, the Forum feared that the district administration might have falsely included other building structures, which do not even fall under proposed alignment under building assessment reports, which would result in huge loss to public exchequer. The Forum sought the Chief Minister’s intervention in the matter.
Lead Bank organises consultative, review and security committee meets
ITANAGAR, Sept 30: District Consultative Committee, District Level Review Committee, District Security Committee meetings for Kurung Kumey, Lower Subansiri and Upper Subansiri districts for the quarter ending June 2012 were held in Koloriang, Ziro and Daporijo on September 24, 26 and 28 respectively.
The HODs of the districts and branch representatives attended the meetings.
OP Mounglang, District Development Manager, NABARD was also present in all the three meetings.
Discussions were held on usual business of the banks in the districts and achievement under ACP/Govt. sponsored schemes, recovery position of priority sector advances, financing of Weavers Credit Card, Settlement of Bakijai cases. Stress was also given on how to have atleast one Bank account for each and every household and to organize more and more Financial Literacy Camps.

Mithi conducts extensive tour of flood affected areas of LDV

ROING, Sept 30: Rajya Sabha Member of Parliament (MP) Mukut Mithi made an extensive tour of the flood affected areas of Koronu, Abango, Arungo, Abali and Denlo village in Lower Dibang Valley (LDV) district in the last four days, after his return from New Delhi on Wednesday.
Floods caused by south west monsoon that resulted in eight days of heavy shower affected the district badly resulting in extensive loss to infrastructure, houses, agriculture produce and livestock. The entire district is without power supply and safe drinking water.
In today's tour to Koronu and Abango village, Mithi met the flood affected families and took note of their grievances. For immediate relief so as to keep the surface communication uninterrupted, a sum of Rs 5 lakhs was provided to PWD department for a diversion road where a bridge near Old Abali was damaged by Aba river. This bridge connects Old Abali, Denlo, Injonu and Koronu village with Roing.
For the culvert situated 2 km from Iduli village which was damaged by the flood that connects the village from Roing, another sum of Rs 3 lakhs was sanctioned for immediate repair.
During interaction with villagers, it was revealed that Rs 7.5 crore project for channelizing Inju river by constructing river embankment will be revived. This project was initiated while Mithi was the chief minister of the state, and was abandoned after his government was toppled. The project if completed will be of great relief for villagers of Koronu and Injonu as it will prevent river water soil erosion. A source said that the central ministry for water resources has responded positively for revival of the project.
While meeting the villagers, Mithi said the current funds were sanctioned for immediate relief and assured to provide more government assistance later.
Mithi was accompanied by Chiliko Meto, Zilla Chairperson, Aipi Mega, Zilla Parishad Member, Unna Dana, Circle Officer, Koronu, Maga Tasso, Assistant Engineer (AE), Water Resource Department, Jeetu Miri, AE, Power Department and Mure Linggi, AE, Public Health Engineering Department.
Earlier, on Sunday, Mithi also visited the water storage tank site in Cheta and the water intake point in Eze river which are the sources of water supply for the town. For Cheta water storage tank, Mithi sanctioned Rs 3.50 lakhs for immediate repair of the water tank.In first day of the tour, he visited the flood damaged site on the banks of Eze river, which had threatened to flood the Roing Township.

Centre proposes Brahmaputra River Valley Authority
Guwahati, Sept 30: The Centre has proposed setting up of Brahmaputra River Valley Authority (BRVA) in place of Brahmaputra Board to deal with water management, flood and related issues in the north eastern region, Assam Chief Minister Tarun Gogoi said today.
"They (Centre) has sought our (Assam's) opinion. We are totally for the Brahmaputra River Valley Authority and I hope all the states of the region would join it," he said here.
"A proposal in this regard has been made by the Centre.

Illegal extraction of forest resources prohibited in Dissing Passo circle
ITANAGAR, Sept 30: The indigenous people of Dissing Passo circle in a general body meeting convened by All Dissing Passo Youth Welfare Association (ADPYWA) have unanimously decided to prohibit illegal extraction of forest resources, hunting fishing, felling trees, bamboos and excavation of sand/boulders etc within the administrative jurisdiction of the said circle w.e.f. October 30 in order to save the flora and fauna. Violators would be punished as per law including imposition of penalty upto Rs.50,000.
The meeting also resolved to strictly prohibit sale of land to outsiders.
TMC for simpler ILP system
ITANAGAR, Sept 30: Describing the prevailing guidelines for obtaining Inner Line Permit (ILP) in the state more time consuming and a herculian task for maintaining it by the visiting tourists/persons, the All India Trinmool Congress (TMC) unit of Arunachal Pradesh has urged the State Government to reconsider it and issue a simpler guidelines.
Under the present guidelines, the applicants must get recommendation from officer not below the rank of Under Secretary for obtaining ILP.
“Getting recommendation from an official not below the rank of Under Secretary for obtaining ILP is indeed a herculian task, “ party’s state unit general secretary Techi Necha said adding that the prevailing system would encourage corruption through ‘middle man’. The poor labourers, daily wage earners and small vendors from outside the state would be the worst victims of the system, Necha said and urged the state government to reconsider the criteria of recommending authority of not below the rank of the Under Secretary.
The party suggested the state government for creation of computerized facilitations centers (CFCs) in each inner line check gate across the state for issuance of ILP which would help earn huge revenue for the state.
IMWA conducts cleanliness drive

RGUSU seeks clarification
ITANAGAR, Sept 30: The Rajiv Gandhi University Students' Union (R.G.U.S.U), in a release has expressed strong resentment over the comment given by AAPSU president Takam Tatung during Federal assembly session at Banquet hall Itanagar, where he is alleged to have stated that PG students are selling their votes to the contesting candidates.
“His statement might have been given in context of PG students across the country but it has directly or indirectly hurt the sentiments of RGU students. Therefore, the Rajiv Gandhi University Students' Union (RGUSU) demands a clarification /explanation from the present AAPSU President on his allegation against the PG students within 3 days, otherwise we will go for further step,” RGUSU said in a release.
When contacted AAPSU President Takam Tatung denied making any such allegation, particularly against RGUSU and said he had expressed over money culture in AAPSU election. “The post graduate students especially RGUSU has been backbone of AAPSU movement for many years. I have the deepest respect for them. As a head of the apex student body, I had just expressed my concern over involvement huge money during AAPSU election. Here students include school level to PG. I think there has been some misunderstanding here,” stated the AAPSU president.

Arunachal is one of the blessed states of country with huge forest cover and large presence of wild animals. For centuries tribal people has maintained close relation with forest and wild life. Though hunting is part of tribal life, still the community has lot of respect for wild animals. Tiger is one of the widely respected wild animals among tribal community. Therefore recent killing of tigress ‘Oni’ inside Itanagar biological Zoo came as great shock for tribal people.
Tiger conservation is big movement across the world and Arunachal has been shamed by the recent incident. India has been identified as the most important country for tigers with 18 source sites dedicated solely to their conservation, according to a recent study conducted by a Washington based wild life conservation group. Also various studies show that today fewer than 3,500 tigers remain in the wild, of which only about 1,000 are breeding females. The killing of tigress Oni by unknown miscreants inside Zoo has badly damaged the tiger conservation movement. State government took swift action and suspended 3 officials for negligence. Further state assembly passed The Arunachal Pradesh Forest and Special Tiger Protection Forces Bill 2012 during just concluded state assembly session. The state govt will soon recruit over 100 personnel for a company of the Special Tiger Protection Force to protect big cats from being poached. It is sad that a killing of young tigress Oni woke up state government from deep slumber and forced them to take some action.
Kudos to capital complex administration for eviction drive

This is in response to the news about eviction drive taken by the District Administration in the Capital Complex under the strict supervision of DC, ADC and ADM. They all deserve praise worthy from all corners. Salute to their harbinger beginning of the action to save the capital and make it a beautiful city of the world. If everybody extends the valuable cooperation, our capital can be made into a paradise destination as it is the least populace capital in comparison to others cities of the country and as such it is easily monitorable, manageable and administrable.
But, in reality, it seems that our capital is the most unsystematic planned city of all the capitals of our country. Various types of problems like encroachment, water scarcity, unhygienic dumping grounds, congested and dilapidated road, no parking place, shortages of LPG cylinders etc. exists here. Amongst all these problems, the top most problem seems to be that of encroachment. The problem of encroachment of government land, school areas, office premises etc. is a common phenomenon now. In most of the district headquarters also this problem is cropping up. In such a time when everybody even myself is looking for an open space in and around the premises of government offices and quarters, the initiatives started by the District Administration in the Capital Complex seems to be an eye opener for all of us. Now, while praising the bold step taken by the District Administration of the Capital Complex, it is earnestly requested that state govt take up such drive in other districts where there exist encroachment problems irrespective of caste, creed and power. Such act will surely help in making our State a beautiful State. We are endowed with beautiful natural gifts in the form of dense forests, flora and fauna etc. Only the thing is the awareness for keeping our State more beautiful. In this regard, we cannot go on blaming the administration all the time. As a responsible citizen of the State, it is our duty and moral responsibility to extend our cooperation to the administration for the good cause. Lets us extend our helping hands to the administration to make our State Capital a beautiful and proud Capital of the nation.

Dear Editor,
Capital Complex Deputy Commissioner Sanjay Goel along with his team and Trinamool MLA Laeta Umbrey has become the rare source of inspiration for many Arunachalee. The eviction drive done by DC and his team at Naharlagun deserves big round of applause from every citizen of capital. At a time when people were losing faith on administration for being weak against land encroachers, their timely action has restored faith of people on government. But they should not stop here and go for big drive in others parts including Itanagar, the main hub of encroachment. Itanagar has still many open areas in compare to Naharlagun and therefore can still be saved. My appeal to DC and his dedicated team including ADM Taloh Potom, please go ahead and do more eviction. The citizens are with you all.
Laeta Umbrey has inspired young generation with his thought provoking performance as leader of opposition in the state assembly. He is true Arunachalee, who cares for the tribal people of Arunachal. However, we feel dejected and left out as till date neither Bogong Banggo Yameng
Kebang nor the parent organization of Bogong Banggo Area-
We strongly blamed the in effectiveness of the District Administration in particular for the folly which they have committed
which could have been easily averted.
The District Administration in particular should always remember that Bogong Banggo is the main Land doner of Pasighat Township and the land where the statues will stand also belongs to Bogong Banggo. Any kind of development and achievements under Bogong Banggo area is always welcome but the participation of the people should also be ascertained. The District Administration is further reminded that during the tragic incidents of statues demolition, it was the people of Bogong and Bosing Banggo who took the lead to find out the culprits.
However, “to err is human and to forgive is divine” and keeping the dictum in mind though we feel left out yet in the corner
of our mind and heart, the statues which are going to be unveiled itself will beautify our beautiful town and their principles will be

Importance of Voluntary Blood Donation

and organs of the body. Timely access to safe blood transfusion is a life-
Safe blood saves lives -
It is mandatory to test all the donated blood units for the presence of any of the TTIs. If a blood unit is found positive for any of the TTIs then the blood is considered unsafe for transfusion and discarded. In Voluntary Blood Donation the donors donate their blood voluntarily and for altruistic reasons and never know who the recipients are.
Voluntary Blood Donors are considered as the safest source of blood as they have low prevalence of TTIs (Transfusion Transmissible Infections) like HIV, Hepatitis B, Hepatitis C, Malaria and Syphilis while the family/replacement donors carry higher prevalence of TTIs.
The world over 88 million units of blood from all sources are collected annually. The quantity is sufficient to fill 32 modern Olympic Swimming Pools but not enough for the 6,910 million world population which requires 150 million units annually. Everything is increasing and the need for safe blood is also increasing. 67 of the 193 WHO member states are able to meet their annual requirement of blood from voluntary blood donors' source including Zimbabwe. Against an annual requirement of 8 million units of blood, India is able to collect only 5.6 million units of which 3 million units (56%) are from voluntary blood donors while the remaining 2.6 million units (44%) from family/replacement donors. Arunachal is lagging far behind in regard to Voluntary Blood Donation.
The national level of voluntary blood donation is 56% with States like Tripura, West Bengal, Tamil Nadu, and Maharashtra having more than 85% of voluntary blood donation. Recently, a small state in North East, Mizoram, shown over 85% of voluntary blood donation. It has been estimated that of all the blood units collected in the State only 40% is from voluntary blood donors. Rest all comes from family/replacement blood donations, some from commercial donors. Arunachal is the only state in India where commercial donation is still prevailing despite Supreme Court order.
Tripura, a small North Eastern State has the highest level of voluntary blood donation in the country with 93% followed by Mizoram with more than 85 %. while our State, Arunachal, with less than 40% (fact value) with minimum units of collection. In other words people of Arunachal have the high level of risk of contracting TTIs while Tripura and Mizoram have the low level of risk.
Probably we lack well trained good motivators. Unawareness/ignorance of the general public about voluntary blood donation and to some extent their fear and misconceptions regarding blood donation are other contributory factors. Again the Blood Transfusion Services in the State are mainly hospital based and are at different levels of management system.
To add to this, not many voluntary organizations devote their precious time and resources
for motivating people for voluntary blood donation and hosting blood drives. Lack
of donor organizations, NGOs not involving in this noble service, unawareness, non-
The main components of the Donor Recruitment Program are to create awareness among students/youths regarding blood donation, to sensitize principals and teachers of colleges/educational institutes/local clubs/NGOs regarding voluntary blood donation, to motivate the students/youths for blood donation, to form a network of peer motivators from various colleges/educational institutes/local clubs/NGOs and to try and evaluate the effectiveness of various strategies for donor motivation.
The main focus areas of AVBD, Arunachal's Blood safety Program are, Healthy individuals to become regular voluntary blood donors, Existing voluntary blood donors to continue to donate regularly, Converting family replacement donors to voluntary blood donors, and eliminate commercial donors, by strengthening the blood donor education, recruitment and retention programs
In spite of the rapid and remarkable advancements in medical science today, no factory
can manufacture blood. It is only in human beings that human blood is made and circulated.
Hence, donation -
This is the greatest gift one can do for the mankind. Voluntary Blood Donors are saviors of mankind. If someone really loves oneself and other fellow beings, the only way to express it is to donate blood voluntarily. Donating blood means giving life to someone and it is believed that voluntary blood donors command the highest respect for their sacrifice.
“Today is October 1 and National Voluntary Blood Donation Day 20 12 with the theme "Somewhere some one needs you, your blood is precious" which is celebrated all over the country to create awareness on safe blood, which is possible only by regular voluntary blood donation.”
The significance of observance of a day like the National Voluntary Blood Donation day has become more important in a place as our state is low HIV prevalence by regularly donating blood we can prevent epidemic of HIV/AIDS.
By motivating the young people and other potential donors to donate blood voluntarily on regular basis we will be achieving a safe and sustainable supply of blood and blood products and HIV and other TTI free young population .This message has to be conveyed to a large number of people so that voluntary blood donation could become a mass movement. People must understand the importance of voluntary blood donation and come forward voluntarily to donate blood.
Towards this end, Blood safety division, APSACS and Arunachal State Hospital are simultaneously organizing Voluntary Blood Donation Camp at DHS conference hall and Blood bank, Arunachal State Hospital, Naharlagun from 10 am (on Oct 1 2010) onwards to which all are invited to join.
Subsequently, blood banks of all the districts will conduct donor motivation and voluntary blood donation camps, series of seminars, donor motivation camp will be conducted at schools/colleges/university in and around Itanagar.
